Strange, Questionable Hand (cash)

I got out of this hand, but here's the kind of hand that would infuriate me. How does someone with a pair of nines not only stay in the hand, but bet out the entire way? It's almost as if he knew he would hit that gutshot or another nine to win the hand. These are the kinds of players you can win money off of, but also lose money because of their strange luck.
